“This project is located in a preferred area for projects such as this.”
Christine Almen, Stanislaus County Environmental Review Committee, quoting the Agriculture Commissioner and Sealer of Weights and Measures in a letter dated June 25, 2010.
Located on adjoining land, Golden Hills Solar and Proxima Solar are two projects that form one 300-Megawatt photovoltaic (PV) energy generating facility. Located west of Interstate 5 and the California Aqueduct, the projects are in Stanislaus County, California, about one hour southeast of the San Francisco Bay Area.
The projects will be built in two phases. Together, Golden Hills and Proxima span approximately 2,900 acres. Both projects are fully permitted with the Stanislaus County Planning Commission. The Environmental Reviews are complete, including NEPA and CEQA studies. Both projects were approved with a mitigated negative declaration. The projects also have a CAISO queue position, which will allow them to connect to the state’s power grid.
The projects will take a total of 18 months to 2 years until they are delivering 300 MW of power.

Historically, the Golden Hills and Proxima land parcels were used for nut farming (primarily almonds and walnuts). The farming operation relied heavily on an annual water allocation from the California Aqueduct. The ongoing legislated water cutbacks severely reduced the property’s water allocation. There is insufficient water to cultivate a vast portion of the site, which has rendered the land fallow. Much of the land consists of bare ground subject to frequent discing. Because of this, there are no environmental impact barriers to development.
With all of the permits, environmental studies, queue position and CAISO Phase 1 Interconnect Study complete, Golden Hills and Proxima Solar are on track to begin construction in Spring 2016.
